With respect to the small Drain it appears, that only one fifth of it lies within the public ground (Road) and that the remaining four fifths have been chiefly formed, for the comfort and Convenience of the Bazaar and Houses in front of which it runs. It is needless to say that Government have nothing whatever to do with this provision and,

I never contemplated incurring any ground expense in granting the Bazaar and Houses in which are built, but as a portion of the expense would... probably have been required under any circumstances to make an outlet for the water from the Drain which crosses the Road, I am directed to intimate to you, that one third of the Bill for the small Drain charged by the Public Works Department will be discharged by Government.
