I have the honour to acknowledge the
receipt of Your Lordship's letter No.18 of the 7th Instant and under the explanation it
affords, I do not hesitate to request that Your Lordship will at once instruct Lieut Ouchterlony the Executive Engineer to carry out his original Plans and Estimate for
the Barracks, &c at the earliest period. I think it very desirable that a
