account of Barracks for troops to something approximating that number unless it could be shown that there was an urgent necessity for immediately exceeding it; but as this question is one of a purely Military Nature Your Lordship will be better able than I am to decide on it, and I can only assure you of my perfect readiness to be guided by your wishes and suggestions. In the meantime with a view to avoiding the smallest delay I request Your Lordship will be pleased to give orders for the "New Barrack for 300 men on the North side" of the Island reclaiming land at the expense of which is estimated at $10000 being immediately commenced on, and also for the additions and alterations proposed by Lieut: Ouchterlony, to the Commissariat and Ordnance Buildings as they will doubtless be required under all circumstances and their Cost ($17000) will soon I conceive be repaid by the saving to be effected in the discharge of hired Store Ships, preservation of Stores, Arms &c.
I return Lieut Ouchterlony's Report and Plans and I must ask Your Lordship to either send me copies of them or to let me have these back as I shall require them to forward to Her Majesty's Govt.
