I have the honour to acknowledge, and to reply to state my opinion that the appointment of Harbour Master and Marine Magistrate at Chusan, cannot be dispensed with so long as Her Majesty's Forces shall continue to occupy Chusan. I accordingly enclose a statement of the pay, personal emoluments, and of the Allowances of his Establishment, sanctioned by me, together with a Certificate to the period up to which they have been paid.
The amount which has been paid to Mr Shand and his Department since his first nomination to the situation on the 1st of December 1841, will be included.
