Your letter of the 7th March last to the address of His Excellency Sir Henry Pottinger, Bart, (now recalled by your attention.) I am directed to inform you that immediately after his arrival from the Northward in February, His Excellency deemed it right to put an entire stop to granting of Lands for private purposes (with reception only of the absolutely necessary Bazaar locations for Chinese emigrants); and that, pending the receipt of further instructions,
