I am directed by Sir Henry Pottinger to acquaint you, that His Excellency has been pleased to appoint you to be Land and Trade Inspector in the Island of Hongkong from the 15th of June.
You will receive a salary of $120 per month, and the following establishment will be placed under you:
One European Overseer of Roads, Bridges, and Buildings, at $115 per month.
Two Chinese Overseers of ... at $15 per month each.
$5/10 per annum.
Carried over $900.
