I am instructed to draw your attention to the Regulations for the guidance of the Gentleman in charge of the Post-Office, published in the "Friend of China and Hong Kong Gazette" of this day's date; and to request that you will afford whatever assistance it may lie in your power to give, in order to render those Regulations effective.
