It appears to me that the Regulation of the Roads, the allotment of all Locations and the removal of all obstructions in the thoroughfares of any part of this Island appertain solely and exclusively to the Office of the Land Officer, and that they in fact comprise the great (I might almost say entire) object of his Office after appointment, nor can I at all see, on the most careful reflection, how that Officer's acting on the above principle can be considered an interference, in the most remote degree, with the jurisdiction or authority of the Chief Magistrate, whose important functions relate to the suppression of Crime of all kinds, the detection, trial and punishment of all offenders, and to the preservation
