My attention has been forcibly called to the occasional serious inconvenience experienced by the Commercial Community at Macao by the present Regulations regarding the Colony of Hong Kong. I can perceive no objection to modifying the same.
The purport of your letter to Messrs Dent & Co. and others, 20th September on the subject, was to provide for the Packets being opened and sealed at the Chief Superintendent's office in Macao, or at the Port where the Packet may happen to touch, in the first instance, at the Port, and I then proposed that you should arrange accordingly and notify the same.
