I have the honour to
enclose the original letter
and it's inclosure which I have this day received
from W. Johnston detailing the progress
made in the
Military Buildings at Hongkong
I am glad to perceive that W. Johnston has
so much energy, but in
requesting
attention to the subject, I cannot refrain from expressing
my regret and surprise, that Major General d'Aguilar should not only have entirely neglected to act on the Memorandum with which I furnished him on the
22nd of August
and my request with regard to desking Hot Kiston's the Howling Peninsula,
and placing Sunon instead,
on the said bad day and
K. Mitts Island, but that he should have as it
appears, written so
lately as the 20th of last month.
