2. Any attempt on the part of the Chinese Authorities to re-occupy or build either of the Forts, to be at once repelled by Force.

If the Senior Officer of Her Majesty's Naval Service can spare a ship of War to carry out Captain Gough's plan of sending Troops to Tytan Bay (or a Transport sufficiently well armed can be procured for that Service) I have not the slightest objection to offer.

I think it desirable both by way of acclimatizing the men, and also to afford confidence and protection to the detachment, that an European Force should mount guard on shore.
