The consequence in. that as the property of a foreigner they are exempt from all Japencao taxation, and are unabled to offer rates of freight twenty or thirty per cent. below those charged by the Japaneis company. We hear that there has been some trouble at Manila between the Spanish authorities and the Hongkong and Shanghai Bank. The agent of the latter institaiton, it appears, was acensed of an infringement of the Mablis Stamp Act in zot stomping Amoy cheques, and being placed under surrvillanes, was contined to his house for several days. The criminal charge was after-Undersigned. wards.withdrawn, it being found by the antho- rities that they had misread the Act The Con aul is taking measure to secure reparation for the indignity put upon Mr. Townsend.
