There are to certify that pursuant to an order from Sir Charles Rowley H.B.M. Rear Admiral of the Blue Commander in Chief to as dated,

We have examined H. John Williams as to his qualifications to discharge the duty of a Purser in the Royal Navy. And we find by Certificates which he has produced from Captain Marcy Admiral Thornbrough and Mr Cook that he has served as a Clerk the full time required by the Regulations and Instructions relating to His Majesty's Service at Sea. Serl: 6 Ch: 2 Art: 10; and he is well versed within the rules of Common Arithmetic; that he understands the Method of Keeping the Books and accounts of His Majesty's Ships so far as they relate to the Victualling Accounts; that he is acquainted with the manner of Calculating the Rations Species of Provisions and the substitutes required for Victualling His Majesty's Ships as well as with the method of Weighing and assuring Provisions, Stores and Stores and of making out a Purser's Account for examination in the Victualling Office; and that he appears to us to be duly qualified to discharge the Duty.
