I have received your letter of the 24th April last, reporting to me your proceedings from this date to June, and I hasten to communicate to you a copy of the observations which have been made by the Solicitor of this Department on the several points adverted to in that letter respecting correspondence brought into and despatched from Hong Kong by Ships, also as respects the charge on official correspondence and on the Soldiers and Sailors, I shall lose no time in submitting your report to the Chief Secretary.
