either to the Yangists or the northern ports, so that there may be no competition with the C.M S.N. Ca. rasulting in loss az injury t both partios. I will also write to the Minister Superintendent of Southern trads, Tulag, aud instrust the Superintendants of Custome at Shanghai, Tintain, and otherports to this effect. I have now to reganet that you will give fall effect to my instructions ta reference to which I anticipata further communications from genx company.
The Gorernor of Formos ou receipt of the above replies as follows:-
Tha dardlopment of the trade of Commons sms in the first instanco made the subject of a memo
rial to the Throne been the land is situais fur from the beast, and buriar boen zadu a vo- parale protinos it became necessary to óstablish conmvotion between its interior and its various zusports, with a view to the spread of civilization mong its inhabitants. It was for this reason
that it became necessary to build fast steamers to run between the various posts, and not only with a view to the profit to ho dicootly darived from theut. The petition of Sheng Tavai and athers of the C.M.S.N. Co. that the Farmoxan fast stramers shall not be allowed to proceed to Ticats and the Yangisou youmas to me very strange, for neither in China por Foreign Coun trias is there any law by which a mecrohant may monopolise the trade of the parts. Moreover at Tientsin and the open Rirar ports the Consuets of all nations may go and come at will, and engage to trade; why that should the Formesan tast steamers alons be prohibited from going there The Trotais aforesaid ro- preson that C.M.S.N. Co. was established to gat Bank the profits which the foreign arahants hara takár from us; why then is the Formosa Company alone not allowed to participate in the profits of sla torviguer No matter to what places the Furnosna stostaora may be out the law enanot hinder them. And if they do go to
Tientsin or the Yangises, and if the C.M.S.N. Co. has made swagvement with Jardins, Mathe BUCC, and Butterfield & Swice to combine to Rather, then the loss of the portion of profit ao- uing to the Formgean steamers also falls apan the shareholders of the forsign companies and not only on the C.M.S.N. Co. Besides this thora ara Msin's steamers on the river which are not
in thongreement, and be miscellaneous(wild phan san steamers from all countries which como and
go all the your round. Why do not the aforo. said Tuotais object to thoir Ancrowching on the profits and petition that the forel merchants who are not in the sprovement should be stopped from trading. Why should Chinese merchants alone be prob.bited? It is just an if the foreign merchants alone are to monopolise the proats of trade, and it is certainly not in accordance with the doctrine that the persperity of Chins should he premated by the Government. On a fornor Occasion you would not allow the Chiasan mer chant Yel Ching-obang to establish the Kuang Yan Company, but I have not heard that the nompany was authorised by Imperial. Daaroo and the circumstances of the case were in no way to bo enpared with those of the Formostin Con pany in which oficials and morobaste a work
aug together. I would seem as if the said Tao. tais were all very much like wood and hemp in their ignorancej:
As regards Chang Hung la he is of the name class as Shong Taotai and the others; they have all be inched and degraded through motaal jealousies, why should they harbour ill feeling? I [the Governor] appointed him to assist in the administration of commercial mattera bacanze bie abilition raske lím of 'nge and he is skilled in hnsinnas watters He is not like Ms Kie-cheong. whose only ability is fawning on foreigners with out regard to his own reputation. It je stated in the petition that the Formosan steamers.pro- pose to hire Jardino's Wharf. Why did not the
4. S. N. Co. accommodate themselves to cir cumstances instead of sitting still and seeing the foreign merchants get the business? Why did they not write and ask my opinion about it. with a view to adapting the existing regulations to meet all partia? Instead of this they dara petition your Excellency in the hope of keeping this monopoly to themselves, so that under the Dame of pablic spirit, they may help themselves" sad farther that they may secretly souso China to be a catapaw for foreigners, sertainly a most contentible thought to harbour.
I have already moralised the Throne to ratai tho sorrices of the expectant Tootni Yang Chang Han us chief director of trade in Taiwan, and I'm in duty bound to request pour Excellency the Viceroy to look upon these twe large conceras with equal favour, and to instant Shoig Thotai to consult with Yang Taotai and to come to an arrangement herafter the Prosan steamers stoctd go to Tientsin or the Yangtszelet them use the C.M.S.N. Co's wharves and pay the usual obarges, so that the two companies working together the profits rasy now go to the forsiguiers. Propor regulations should be draws up and submitted to your Excellency. Bosiden informing the Superintendout of Southern Trade of my procedure I have the honour to send the above reply to your Excel- lency and I trust that your rellency will give instructions in socordance with the same.

On the evening of the 27th, a fatal shooting case took place on board the atter hunting sohooner dreife, now in this harbour. It ap pears that shortly after 8 s.m., the mate, Albert Halvorsen (who, daring the Captain's abscuACE at Tokohama had been if in charge of the vòs- sel) Kearnan, hunter, and the cook, Van Hoo. gon, turned in for the night and want to sleep. About 10 pm, the cook was suddenly awoke by the report of a gun, and jumping ant of his berth caught Kearnae in the act of tara-" ing secund, after having just shot Halverson dead as he lay in bis berth. The cook shouted for help and the ore came and secured Kaar an, also taking the rifle out of his landa. The amended regulations for Government scholarships, which we reproduce in another 30 tamp, differ in several important rospects from the old ones. The scholarships are now thrown open to the scholars of sny public school race mized na such by the Governor, instead of being confined to certain specified schools. The schools at present recognised ure the Government Can- tral School, the Hongkong Public School, St. Joseph's College, the Diocesan (Home and Or phanage) School, and the Victoria English School. The holder of a scholarship may elect subject to approval, the collegiate octase he wiskes to follow or the institution at which he wishes-12 study, and as the words "United Kingdom" have been substituted for "Great Britain" Irish soilages may now be selected. The araminera will be the Syndicate of the University of Cambridge, and the Inspector of Belpole will act as local Prosiding Examiner. Candidates for the next examination are required to file their application not later than the 1st May next.
