Some little confusion has arisen in the correspondence respecting the Police Officers sent to Hongkong, which it will be convenient to have set right before the correspondence goes further. I therefore bring it to notice.
The proposal for sending out some Police Officers was raised by Col. Malcolm's letter 722 Dec. 1843. In compliance with Ld. Stanley's minute on that letter I prepared the Draft of a letter to the Treasury proposing that one Superintendent and two Serjeants should be sent out, and to that proposition the Lords agreed on the 15 Jan last. Lord Stanley there received that Col. Wilbraham should put himself in communication with Mr. Goulburn
