Foreign Office is a place where changes which it is easy to make and difficult to disprove, and, to substantiate it much must depend upon the personal character of the party making complaints. In justice, too, to Mr. Scales, I have learned that the correspondence transmitted by the Government as proof of the incapacity, negligence, and incivility of Mr. Scales, clearly shows that he has endeavoured to oblige and to afford additional accommodation in several instances.
Besides suggesting a plan for the more convenient delivery of letters, he drew the Government's attention to the expediency of establishing a delivery of letters in Victoria by letter carriers and a more regular despatch of letters to China and Europe. It further appears that he has been in the habit of allowing officers of ships to enter his private office to obtain letters for their ships.
