The Admiral and several others wrote to Individuals, for which much excuse may be offered, as it is recollected that On Slow has had to contend against great pressure of business with the assistance only of Clerks, Officers inexperienced and ignorant of their duties.

The reports which Mr. Scales has furnished to this Department, since his arrival at Hong Kong so far from betraying either incapacity, prove that he has made himself well-acquainted with the duties of his Office, and further that he must have given the greatest attention to the Branch Regulations to have decided correctly the portions of the cases that have come before him.

With regard to the charge of misconduct, I do not see that it is substantiated by the accompanying Papers.
