14-That two letters sent from England by the April Mail were explained by Mr Scales, just after the delivery of that Mail had taken place. Mr. Barler, the Post Master of Hong Kong, of which he is in charge, stated that letters by the February Mail received from England, Victoria, on the 26th May, were not delivered until the 7th day after their arrival.
273 letters were traced upon 324 that were received. The Post Office further stated that letters by the April Mail were delivered to the Agents of the absent parties, subsequent to application being made for them.
4thly That the Hong Kong Post Office should be put a stop to not delivering letters without delay. The charges of insolence and instances of gross misconduct were exposed.
5thly Several instances of carelessness - independently of charges - were brought to the notice of the Post Office.
