The
grounds of this were
stated in the
letter from the Colonial Secretary of Mr. Scales,
of
gross negligence, ignorance
of his duties, i
incapacity

are indeed
insolence. There
cases
of censure brought forward a few of which Mr. Scales's explanation is appended,
whilst others still remain
unexplained, but none of them appear to me
of such a nature as to call
for his
dismissal,
or to warrant a
confirmation of his suspension, I will proceed, however,
to
notice in detail, the several
charges as they
appear
in
these papers, and upon which it would appear
the Governor has founded his decision.
