With respect to the Governor's remarks on the necessity for an efficient Establishment at Hong Kong, the expense of which he submits should fall upon the Post Office Department, I beg to observe that it has always been understood that the creation of a permanent Establishment for the Post Office was deferred until experience should show what was actually requisite.
