Owing to the intervention of Mr. De-Chinese Imperial Government 1885 Doller Loan tring, Commissioner of Customs, the Preach plans were then submitted to the Gormaa Eu- gineer, who at once showed them to be absurd, hat the authorities seeing that between two op- positas they could not decide, called in an old ex- perienced English engineer to report on both The English Engineer supported the proposals of the Gorman man, and declared that his lead- ing principles were in accordance with the best technical knowledge of the day in Europe.
