The packet in question brought to this office was in the Foreign Office Ship's Bag, and the circumstance of its not having been passed through a Post Office, previously to being passed through this office, I submit does not affect the question of its liability to Assessment.
The Letters contained in a Ship's Bag have not been passed through a Post Office. Such Letters are brought by Ship from a Post Office and are contained in a Ship Letter Mail, under the seal of the Despatching Post Office, and are accompanied by a Bill or Certificate.
