On the afternoon of the 21st instant, the teosad conforanca was held in the Kencho. The sang representatives were presunt. Bbsre The whole province hat bean slmost under
water and the poor people have been washed ont of house and home. Several numbers of the community have raised sobsaription, but thege fall very short of the requirements. The winter may bring with it a lot of troubles owing to the starving condition of the natives. Rulans are sure to take advantage of the circumstanos, and local banditti are hand to coms to the fore. The price of produce has rison, and the business generally done in the autama is likely to be Interfered with owing to the damage done to props and the scarcity of new pass. There is a decided change in the weather and every time the wind turns to the north, the thermometer gosa down. Already Fabr. has marked somewhere about 55 degrees and there is not much danger now of sunstroko.. Ships are beginning to swing properly with the ebb and flor-so we may conclude some of the water has left the country.
Daily News Correspondent.
The following appeal has been forwarded to Shanghai by Mr. Bandinel, of Nowabwsag, on behalf of the Kalief Committee:--
Subscriptions are earnestly solicited for the purpose of alleviating the distrem osused by the 10cont floods throughout the river valleys of this province. For days the plaina hare been a vast lake, soros which boats are exiling without Lindrance; houses have fallen by bundede in the country districts, the villagers have lost their erops, stores, ulethes, and in many instances their lives. The foods are now subsiding, and the survivors will probably manago with somadificul ty to eke out a scanty absistence during the antewo; but when the winterseta in, their suffer ings will be great, without homes and with little clothing and loss food. A Committee has been. formed consisting of Messrs. Aliou. Bandinel, Morrison, and Macintyre for the purpose of rais- ing and distributing funds among the sufferers, without distinction of rest or religion.
Subscribers will please send their donations to the Hongkong and Shanghai Bank, Shanghai, er to any member of the Commitise in New- chwang.
