Cure of his information, and state to his Lordship that My Lord's opinion that although Mr Sealer is no longer living, it will be advisable to transmit Copies of these Documents to the Governor of Hong Kong.

Measures will be taken hereafter for the Ascertainment of a qualified Person for the Appointment in succession to Mr Sealer at the earliest practicable period.

Mr. Leach is directed to observe with reference to all the Proceedings which have taken place during the period Mr. Sealer held the Office of Postmaster at Hongkong, that although some latitude may be allowed with a view to meet the Convenience of Individuals in small Establishments where the Correspondence is not large it is absolutely necessary in order to prevent irregularity and confusion that General Rules should be strictly adhered to in the Management of the Post Office at Hong Kong, which has become the centre of an extensive and increasing Correspondence.
