to state that duty Levies do not
apprehend that the consequences anticipated by the Governor of Hong Kong if the Parties
will be so serious as he supposes
because in most of the Cases the
Amount of such Arrears will be inconsiderable; and in many
instances in which the Governor
very much think that the immediate payments of the whole will be very severely upon the individual, My Lords do not see any
objection to the Arrears being collected by Instalment at this period of their being paid, being special.
