therefore suggest to Lord Stanley that

any confirmation of the appointment of Dr. Dill should be temporary only, and subject to such arrangement as it may hereafter be found advisable to make in regard to

Hospital treatment, Medical advice,

either of Persons in the Public Employ, or of any other classes of the Inhabitants for whom it may be necessary that
