My Lords,
I have the honor to lay before
your Lordships, for the information
the enclosed Copy of correspondence,
which has taken place between the
Colonial Government of Hong Kong,
and the Deputy Postmaster General
having reference to the arrangement
of the Post Office, and shewing the difficulties that officer has experienced in entering upon
the Duties of his Office
The principal points to which this correspondence alludes appear to be the question as to the liability to Postage of the official correspondence to and from Hong Kong, and the regulations to be enforced respecting the dispatch and receipt of such letters.
