Subject, it appears to my Lords that,

the sums expended in the Civil Department at Hongkong previously to the 1st September 1843 were either advanced by the East India Company, and accounted for to them in the Annual Grant of Parliament for the Expenses of the China Expedition,

paid

out of the sum of six Millions of Dollars received for the Ransom of Canton, the Cast - Mentioned

date (viz the 1st

September 1843)

ought to be fixed-

which the Civil Expenditure of the Island should be provided for

in the usual manner

of Parliament founded on detailed Statements

Estimates

Their Lordships accordingly request that Lord Stanley will,

in modification of the previous instructions which have been issued to Sir Henry Pottinger

on this subject, direct a detailed Statement to be prepared of the Sums which were expended for the Service of the Civil Government

of Hongkong from the 1st Sept. 1843 to the 31st March 1844, whether
