Occasionally the missionary is antisled that justice is being done some- timos more then justine ja done--la the Christina, in which ouse his heathen adveranzy nourishes a grudge, which he will take time frat opportunity to wreak. In some cases the missionary is not entisfied, and then the affair is taken cognizance of by French officials, generally in a stato som- plicated with personal details, and the French Government is not the les inclined to support ccclesiastics alroad beozuse it is not always ablo to support them at home.

IMMUNITIES OF CHRISTIANS FROM TAXATION. Another fertile source of alleged personation in this province was the action taken by pagan neighbours when a Christiaz, declined to pay the local rates and taxes. In this mutter Chris- tian Chians were fortunate enough to find their spiritual and temporal intaresta in accord, and bad conscientious scruples about paying the rates, because part of the money is devoted to thea- tricals, &,, which the Christina couidered idols. trous. This gonation guva so much trouble to the Chinesa Government that in 1889 an order waa issued by which nativas belonging to the Church of Rome in Manchuria anty pay 40 por cant of the Jocul rutes Referring to this the Rev. ATTITUDE OF THE PEOPLE.

The attitude of the people here towards Christianity is, on the whole, friendly. This is owing in the number of people in this district who have travelled, and who know something of Europesus. Still it would be raab te predict that there will never arise one of those ̃āla vẼ "ferocity to which the Chinese, in common with all Asiatics, are liable, and that such ferocity will never be directed against Christians and their teachers. The danger is however, boo remote for practical politics: all that is necessary is a certain amount of vigilance in looking out for premonitory symptoms, and prompt dealing with anonymous placards and with ill-disposed porsous, who foment each ferocity by spreading calumnies.

Find October, 1953, at 10 am-

In conclusion, I would venture to submit that, whatever may be our opinion as to the historia scenery of the Christino, narrativo, whatever our views as to the scientific exsotitude of the dogmas of Christian Churchoe-and there con be no doubt that the Christian morality is in- finitely higher than any system of morality with which the Chinese are acquainted, and that lock 10.95 Christian education, both Romish and Protas- tant, tends to raise the Chinoso to a higher in: tellectual level than they hare hitherto attained --that, oncrelated with this higher intellectual level will arise a groster desire" of comfort and

·luxury, and osuzoquent extended commerce. Tha labours of the missionaries indirectly benefit our merchants, manufacturers, and artizana. § I farther believe that, partly owing to the aymotie action of the Christian principles, disseminated by the missionarios, the tone of morality among the Chinese people has during the last twanty years perceptibly attained a higher platform; and, I think, to the same canso may be attribat- ad the improved pablic spirit and greater soli citada for the welfare of the poople now to be found among the officiate.

: (84) CRISTOPHE THOMAS CARDDER.

Newohwang, March 15, 1885.

+ This priviloge has not been artended to the Pro- tostant Christians. Two other privilages possessed by French misionaries, nosposed by British: the right of direct correspondeuse with the officials, and the right of possessing lauded property in the interior. I have rot asked that than prívliegos should be artended to my fellow-ambjasta and their converts. I corgive, as a Consul. I should oily ask for privileges for which my Goverment has stipolatod, and should refrain from sexing for privileges on the ground of the favoared-nation clauso, aaloss, ordered to do so by my superiora; with eagard to three privileges above mentioned, no such orders have been received. The absence of sack orders makes it easier to masíataia sortial relations with the local an sharities, ar lo think each absence injuriously Affecte the use the missionarioa havo at heart. A Chinaroso's mind must surely be in a better framo for the reception of teath" when pubiassed by the expectation of pain and undeterred by national pro juntion than when allared by the hope of escaping his akore of burdans borne hy his neighbours, or em bitterad by seeing the protégés of foreignées enjoying invidious immunities.
