It is highly necessary to observe that the Lieutenant Fan Heunfang in proceeding to Singlungehow Tinglung chow to search and enquire, without the concurrence of the Chief Magistrate acted in a most irregular manner. This Colony having been ceded to Her Britannic Majesty, the rights of British territory must be strictly guarded, and His Excellency deems it necessary to give previous notice that any inferior Officer coming in search of criminals without the concurrence of the British Authorities will be considered as directly infringing the Treaty.
