Vice-Consuls, or persons in their absence officiating for them under warrant from the Superintendent; and if you
should find, on your arrival in China, that
any
persons have been commissioned
by
your predecessor as Magistrates
in the
Chinese dominions, you
will immediately
renew their Commissions :
you will
further bear in mind that although
it
may
be found convenient at times
to confer
on the Consuls magisterial
powers,
those
of
the latter class are only to be
exercised in that subordination to the
Superior officer as long as he is present
within his district.
