merely formal reference to other Country in any cases where it may be necessary eventually to bring into effect.
The Governor by his Commission is invested with full power either to bring into effect, to respite or to remit any such sentences according to his judgment, and on his own responsibility.
It will be his duty to exercise that judgment and discharge his responsibility in such case submitted to him.
Lord Stanley considers that it would be desirable with reference to the present case, that Mr Davis should be distinctly apprised of the real nature and description of his powers.
