Sin-I am directed by the Earl of Kimberley. to acknowledge the reoeipt of your letter of the 90th July, relating to the proposal to obtain con- tributions from the colonies of Ceylon, Hong- kung, and the Straita Bettlements towards the lass entailed upon the Imperial Treasury by the Postal Service. Lord Kimberley is of opinion, os has been already stated, that the Goremmouts of the Eastern colonies may properly barquired to make some contribution towards the expan of the service, but His Lordship does not feel able to call them to provide the largo soms A6- signed to them respectively in the esloulations made by the Postmaster-General, and which are specified in the Treasury latter of the 9th of Junk. It must be remembered that fares colonies bsd no voice in the settlement of the contract, and though the servios of the Peninsular and Oriental-steamers is valuable to them in many ways, it can hardly be considered assessary for the maintezambo of postal communication..
