Proceed as far as possible in conformity and correspondence with the Proceedings which in like cases would be prescribed by the law and practice of England, regard being had to the difference of local circumstances; and shall moreover have authority to enforce and execute all laws and ordinances which have been or may be enacted or made under and in virtue of the authority vested in Her Majesty by a certain Act made and passed in the Session of Parliament holden in the Sixth and Seventh Years of Her Majesty's Reign intituled "An Act for the better Government of Her Majesty's Subjects residing in China."
