I have the honor to forward a Copy of a Memorandum on the establishment of exchanges
drawn up by
Mr Stewart, and have in consequence fixed 4/4 per dollar as the rate at which the Salaries and Expenses of the Office of Superintendents and Colonial Establishments shall be discharged pending Instruction from H.M's Govt.
I beg your Lordship will do me the favour to have a copy of this despatch with its inclosure communicated to Lord Stanley.
