20 Li H. Pottinger having reported to the Earl of Aberdeen that he had agreed at 4/4 the balance of the Dollar in the fragment of the Salaries &c. of the Civil Superintendents and Colonial Establishment in China, I have to convey to you the approval of that arrangement as far as the Colony of Hongkong is concerned, that you are not to allow alteration of their rate without a previous reference to, and a distinct sanction from McClintock.
