debt sought to be recovered, to institute proceedings through the medium of the Attorney General, or other public Officer at Hong Kong, for the purpose of investigating such claims before the legal tribunals, and if the claims should be established in Court, the process of the Courts would be put in force, with the view of obliging the defaulter
to settle them
