issued instructions to the Naval Commanding Officer in the China Sea Board to inform him that on no account will Seamen discharged from H.M.'s ships on that portion of the E. I. Station be allowed to go ashore within the

Chinese Territory.

These

instructions with regard to Seamen of the Royal Navy or Merchant

and

are concerned completely meet Sir H. Pottinger's

ex regards

and other Seamen the

legislative powers vested

in

in you and your Council are wide enough to

enable

you to make all

necessary regulations for their government at Hongkong and in all Chinese Ports. I leave it, therefore, to you

to introduce such regulations as experience may

show to be

necessary but I impressed on you the importance

absolutely indispensable and where it cannot

be avoided of framing them
