In communicating to Sir Henry Pottinger that his allowances would be £6,000 per annum, Lord Palmerston added: "This allowance will commence from the day of your departure from this country for China. You will also receive a sum of £2,000 as an allowance for defraying the expenses of your equipment and outfit on proceeding to your post." May 15, 1841.
In a subsequent letter from the Under Secretary of State, it is further added: "I am directed by his Lordship to acquaint you (in reply) that you are authorized to charge to the contingent account of your mission...
