I must therefore decline that
the
conditional agreement
which purported
to
have been entered into
between yourself and the Agent for the Bank of Bengal.
I must add that
His Govt cannot sanction any arrangement by
which the Collectors of
Revenue
in
other Officers in charge of Public Chests
in the Colonies, may
be authorised to receive into those Chests promissory notes or Bills of any
description issued by Banking Establishments or Individuals, and it will therefore be necessary
that
you
should abstain
from sanctioning any
such proceeding
on the
part of the Collectors
of Revenue,
or
fiscal Officers of your
Govt.
