No. 19 of 1844.
BY HIS EXCELLENCY JOHN FRANCIS DAVIS, ESQUIRE, Governor and Commander in Chief of the Colony of Hongkong and its dependencies Her Majesty's Plenipotentiary and Chief Superintendent of the Trade of British Subjects in China with the advice of the Legislative Council of Hongkong, An Ordinance for the better regulation of the Harbour and surrounding Waters of the Island of Hongkong.
[26th day of November, 1844.]
Whereas from the vicinity of the said Island to the mainland and from the circumstance of a considerable portion of the Chinese dwelling in boats and the general necessity of introducing Harbour and Police regulations into the surrounding Waters of the said Island it is expedient and necessary that concerning the same present and future Regulations should be made.
Be it therefore enacted by His Excellency the Governor of Hongkong with the advice of the Legislative Council thereof that it shall and may be lawful to and for the said Governor with the advice of the Executive Council of the said Island from time to time after the passing of this Ordinance to publish and declare such laws rules and regulations to be enforced by such fines and penalties as to him shall seem fit for the better regulation of the harbour and surrounding waters of the Island of Hongkong, and that all such rules and regulations after being duly published in the Newspaper or Gazette used at the time for Government Advertisements shall respectively have the force and effect of any Ordinance which might be passed by the said Governor with the advice of the said Legislative Council.
