commencing any work not of urgent necessity and receiving payment without having previously obtained the sanction of Wm. Godfrey with respect to the estimates and immediate establishment of the Department of the Marine Magistrate, (in addition to that of the Marine Master and Police) you no doubt explain the necessity for its establishment in submitting for approval the expenditure which you may require for their service. In the absence, however, of specific information on that point Wm. Godfrey apprehended that it would not be convenient.
