I have the honor to acknowledge the receipt of Your Excellency's despatch and a private note concerning the Sinan clerk who was transgressing the English Law at Hongkong.
The Chief Magistrate Caine, has already written to the Officer at Canton, to state that the Sinian clerk shall be immediately sent over as soon as an official document has been received stating that he was not authorized to come over to Hongkong.
The amount of money which he took was a small matter, but the violation of territory is a very grave offence, involving the friendship
