In conformity with the instructions conveyed in the 1st chapter of the Colonial Rules and Regulations, that every Governor should make once in each year a confidential report of the claims of candidates for Government offices, whether already employed in the public Service or not, I have the honour to offer the subjoined observations, grounded on the conclusions which my present experience has enabled me to form.
