fact of a Public

not constitute a justification
for its commencement
without that previous
sanction, unless it can
also be shown that the
necessity
was
of so urgent a nature,
as to render the immediate execution of the Work indispensable, and that it could not have been
foreseen
in sufficient Time to admit of previous reference to
