which form part of
a Code of
Criminal Procedure. This should be the subject of a distinct Law, the various provisions of which should be fully and clearly explained.
From Clause 113
to 132 cover another distinct Head of legislation, namely,
the mode of proceeding in the summary trial
of offences. Here you have two separable substantive enactments,
where separation was necessary.
For these reasons Her Majesty is pleased
to disallow this Ordinance, such
disallowance to take
effect at the expiration
of
three calendar
months next after
you shall be in
receipt of this despatch.
In the interval it will
be
in your power to frame and promulgate as many different Laws as there are
distinct
subjects of Legislation embraced in this Ordinance.
You will cause particular attention to be given to the models of Enactment
of this Kind transmitted to your Predecessor for...
