I have the honor to acquaint

Tower Excellency that several persons, American as well as English, have erected buildings on the Chinese shore opposite to Hongkong,

near Tseen-tha-

I understand that they have paid money to the Chinese Officers on shore to Enable them to live there.

I think it right to give due notice to Your Excellency of this proceeding, and to state that the same has been done

without my permission or authority.
