Sir,
I beg to inform you that this Department has been hitherto acting entirely without Instructions of any Kind from the Home Authorities.
The flank of the works has lately received Instructions from His Excellency the Governor, a copy of which shall be forwarded to you.

But beyond this I have no Instructions whatever except such as I receive from time to time, as the exigencies of the Service require it.
