Considers Chinese punishment for piracy insufficient.

Suggests transportation for life in lieu of death for Atrocious Crimes.

Sail List Pirate Chintae. Chinese Authorities intend to have him executed.

Surrender of Awong-tin-Kwong. Chinese Authorities refused to accept his surrender.

Piracy. Application for surrender being furnished with sufficient proof of his alleged piracy.

Further correspondence relating to W. Scales, and submits his reasons for Complaints against Mr. Scales, and Suspending him from his Office of Deputy Post Master.

Recommends his Dismissal.

Charges him with being the primary cause of the Merchants not transmitting their Letters through the Post Office & Loss of Revenue Therefor.

Mr. J. Spring appointed provisionally as Successor to Acting Deputy Post Master.

Recommends confirmation of this appointment.

Post Office Revenue expected to yield a Surplus under proper management.
